[Government]  Celery Fields Plant Denied, Aqua Vote Delayed

Sarasota County commissioners narrowly rejected a plan for a recycling plant near Celery Fields in east Sarasota, while Manatee County commissioners delayed any decision on the similarly controversial Aqua By The Bay proposal.

After an all-day hearing dedicated to a proposal from TST Ventures for a recycling facility at Apex Road and Palmer Avenue, Sarasota County commissioners voted 3-2 to shoot down the proposal, suggesting it was inconsistent in a surrounding area with homes and a popular area for naturalists. “If this was 1993, I’d approve [it],” said County Commissioner Nancy Detert. “Every town has an area where they send their junk businesses.” But with homes and the Celery Fields nearby, the east county area no longer seemed an appropriate venue. “I think you missed the market,” Detert said. Commissioners Charles Hines and Paul Caragiulo also voted against the plan.

The proposal had the support of county planners but the Sarasota County Planning Commission had recommended denial. TST Ventures officials said the facility would be state-of-the-art and generate minimal traffic or environmental disruption. County Commissioner Michael Moran, who supported the proposal along with Commissioner Al Maio, said tremendous misinformation about the project had been shared in the public in advance of the meeting. “I can’t explain the fear-mongering,” Moran said. “It was unprecedented.” He noted that the project was closer to the interstate than homes, and said concerns about sound pollution has been exaggerated.

One controversy that followed the project, most of the proposal involved land being purchased from the county, which considered the land surplus purchased at the time the county acquired the Celery Fields. Detert suggested that, at this point, the county would be better off taking the land out of its surplus. Otherwise, there will be more controversy down the road about whatever any private sector developer wants to put on a site near undeveloped land on one side and light industrial uses on the other.

Another all-day county commission hearing took place in Bradenton, where Manatee County commissioners ultimately continued a hearing on the Aqua By The Bay proposal from Medallion Homes until Sept. 29. That will actually be the third meeting devoted to the issue. Medallion Home has proposed a rezoning to allow a seven-phase development plan on the 529-acre site, located between El Conquistador Parkway and Sarasota Bay, which would allow for 78,000 square feet of retail commercial and construction of up to 2,384 multi-family housing units and 510 lots for single-family residences. Commissioners focused their questions about the project mostly on environmental effects. “Any development at all will have to cross a wetland at some point and have some wetland impact,” said County Commissioner Betsy Benac. “The question I’ve got a struggle with is that this is a coastal wetland.”

Commissioner Priscilla Trace said she could not support the project with its current plans to build near mangroves. Commissioner Carol Whitmore ultimately asked the meeting to be delayed so that Medallion could try to address the concerns. The issue will come back before commissioners again on Sept. 29. Medallion founder Carlos Beruff after Wednesday's hearing released the following statement: "Aqua by the Bay is committed to doing this right every step of the way, and in the end, we look forward to being able to demonstrate the neighborhood's real, positive impacts. Supporters who have spoken up for smart growth represent thousands more, and we're thankful for their voices as we work to protect our area's natural resources and build a superior neighborhood with character and longevity."

Editor’s Note: This is part 34 of an ongoing series documenting the flights of active-duty US Navy Pilot Ryan Rankin on his journey to fly 52 planes in 52 weeks through the year 2017.

Some aircraft come with great history—illustrious stories of wartime deeds or daring exploration. Others become known for their design quirks or oddly specific functions. But sometimes an airplane is just a well-built machine that feels good flying from here to there, and that’s what Rankin got with the Van’s RV-10. “Just Point A to Point B, doing what airplanes are designed to do,” he says. “I can see why they’re so popular.”

More than just popular, the RV series is the most popular series of homebuilt planes. Like last week’s Thorp T-18, the RV-10 is not assembled in a factory, but arrives to prospective owners in kit form, which they must then craft into a functioning aircraft. Flying out of a small strip in the UK with Colin Law, Rankin can’t help but admire Law’s engineering prowess. “It felt like it was built in a factory,” he says.

Over the course of a 30-minute flight, Rankin assesses the craft. Roughly speaking, flight can be broken down into three phases—takeoff, cruising and landing—and how a plane performs within these three spheres, excelling or presenting challenges in all, some or none, is how pilots differentiate and build preference. For example, does the avionics package lend itself to pilot-intensive cruising or a laidback jaunt with minimal oversight? Does the plane handle predictably in landing, or are special maneuvers required to land in a crosswind? “The RV-10 handled all of these very well and efficiently,” says Rankin. “For me, it was a very honest airplane.” Not that other planes are dishonest, he explains, but some are “nicer” than others.

Soaring over the English countryside, Law points out the myriad airstrips dotting the landscape, remnants of a war less visible from the ground but still plain to see from an aerial vantage. Rankin imagines great lumbering WWII-era bombers lifting off for the fight. “This used to be a warzone,” he says. “And you appreciate that.”

[Music]  PMP/Suncoast Welcomes Public to Audition

In a first for the organization, The Perlman Music Program/Suncoast is inviting local musicians to join with the students of PMP’s Super Strings program under the baton of acclaimed violinist and conductor Itzhak Perlman. Musicians who play violin, viola, cello and/or bass are invited to audition for a spot, and a preparatory workshop with local music instructors will be held to guide and support prospective participants. Applicants must be between the ages of eight and 18, and must submit to PMP/Suncoast a completed application, letter of recommendation and a video audition in mp4 format (via link to YouTube, Dropbox or even a thumb drive in the mail) by September 13. This year’s piece to be performed is Mozart’s Eine Klein Nachtmusik K.525, movement 1, and sheet music and suggested fingerings are available on the PMP/Suncoast website. [Exec Moves]  JFCS Appoints Henderson Director of Veterans Services

JFCS of the Suncoast recently appointed Jocene Henderson as director of veterans services, where she will oversee and work to expand supportive services to homeless and at-risk veterans in six counties. A retired army sergeant major with more than 30 years’ military experience, Henderson spent the previous nine years in a variety of capacities for the Veterans Outreach Center in Rochester, NY, including serving as director for Operation Welcome Home & Recovery, Organizational Assessment and Community Services and Operations. In addition, Henderson co-authored Coming Home to Caring Communities: A Blueprint for Serving Veterans & Families, published in February 2012.
