"I cannot countenance a law school, especially one which bears my name, teaching state law that I believe to be wrong both constitutionally and morally."

- Hugh Culverhouse, Sarasota developer

[Politics]  Sarasota Developer Calls For Boycott on Alabama University
Jacob Ogles, jacob.ogles@srqme.com

A Sarasota developer just delivered a message to the Alabama state legislature about it’s expansive new abortion law.

Hugh Culverhouse, Jr., the largest donor to the University of Alabama in its history, called for a boycott of the school. He said students, especially those coming from out of state, should avoid the Tuscaloosa school.

“I cannot countenance a law school, especially one which bears my name, teaching state law that I believe to be wrong both constitutionally and morally,” Culverhouse said.

Culverhouse has given 21.5 million to what last year became the Culverhouse School of Law at the University of Alabama. He also provided a $6.5 million endowment school, which is named for his late father Hugh Culverhouse, Sr.

Alabama Gov. Kay Ivey earlier this month signed into law a restrictive statute prohibiting abortion at all stages of pregnancy, allowing exceptions only when the life of a mother is threatened or in the event of a fatal condition for a fetus.

Lawmakers in the Yellowhammer State have said explicitly they’d like to see the law land in front of the U.S. Supreme Court in hopes the body overturns the 1973 Roe v. Wade decision protecting a woman's right to have an abortion.

Culverhouse, an attorney with an office in Miami, sees enormous problems with the law, which he said discriminates against women. “Why are doctors who perform abortions subject to criminal penalties, while doctors who conduct vasectomies are not?” Culverhouse said. “How about doctors who perform hysterectomies; is that the next medical procedure to be criminalized? What about contraception?”

The Sarasota developer’s parents both studied at the University of Alabama, and he has long provided financial support for the school. But he said he can’t provide further support for a state institution in Alabama until the law gets repealed or struck down.

“The same Alabama legislature that enacted this unconstitutional law also provides 22 percent of the funding of the University,” he said. “As one who has substantially supplemented this funding, I protest what the Alabama legislature and its Governor have done, and stand with women on this issue. This is only the first step I intend to take to rectify this injustice.”

Culverhouse said he intends to redirect his donation ability to support the ACLU as it challenges the law in court.

[Government]  Fertilizer Restricted Season Underway in Sarasota County

Sarasota County is reminding the community to skip using nitrogen and phosphorus fertilizers on lawns and landscapes from June 1 through September 30, as part of an effort to keep the community's waterways healthy. The ordinance, which was enacted in 2007, reduces the nutrients in stormwater and helps to protect natural habitats that receive runoff from the stormwater system. Nutrient runoff can cause harmful algal blooms that block sunlight from reaching underwater grasses, rob the water of oxygen and threaten aquatic life.

The county offered the following tips for those taking care of their yards: look for products with "0-0" as the first two numbers on the fertilizer label; apply iron, found at most garden centers, as an effective and environmentally friendly alternative to keep lawns green during the summer; use compost to enrich the soil; buy plants adapted to Florida's climate; and mow higher to encourage deep roots that resist fungus and pests. Do not direct clippings into the road, stormwater system or water bodies. To learn more, visit the website below.

[Education]  Sarasota County Schools and SC/TA Begin Contract Negotiations

Negotiations between Sarasota County Schools and the Sarasota Classified Teachers Association (SC/TA) are under way. Although salaries for both instructional and classified staff are being discussed, the Sarasota County School Board has highlighted select classified employees for this session of contract negotiations.

The school district has put forth the following offer to the SC/TA for consideration: establishing a minimum wage of $12 per hour for all School Board-appointed classified employees with the long-term goal of increasing this to $15 per hour; upgrading instructional aides at Oak Park School from SSP-3 and SSP-4 classifications ($11.84 and $12.59 per hour) to an SSP-7 classification ($15.21 per hour); and upgrading bus drivers from an SSP-5 classification ($14.22 per hour) to an SSP-7 ($15.21 per hour).

Earlier this spring, Sarasota County Schools conducted a regional salary study with Evergreen Solutions for targeted positions. The study concluded that select Sarasota County employee positions were paid below the regional average. According to the county, the initial offer put forth to the union allows these employees to be on par with their counterparts in other school districts.

[Government]  Manatee County Annual Budget Process Begins

Manatee County Administrator Cheri Coryea presented County Commissioners with a $1.5 billion budget for next year with funding for new Manatee Sheriff's Office deputies and employees, additional paramedics and a new Disaster Recovery Reserve that would be used to help rebuild the community in the wake of a natural disaster or other emergency.

The net budget, $736.8 million, proposes no property tax rate increase, but is slightly larger than the current year's budget because of property tax revenues rising an estimated 6.5 percent. Florida’s Save Our Homes homestead caps will prevent property taxes from increasing any more than 1.9 percent for Manatee County homesteaders.

Coryea recommends investments in six major areas: a continued commitment to law enforcement and public safety; infrastructure improvements (Capital Improvement Program and Infrastructure Sales Tax); employee compensation and workforce well being; enhanced communications; meeting the public’s level of service demands for 2020; innovation and technology investments. She said the theme of this year's budget is a focus on results that will be delivered for investments.
