[Planning]  Selby Gardens Addresses State Pushback

The Florida Department of Transportation leveled a number of questions to the Marie Selby Botanical Gardens about scope and scale with its master site plan. That comes on the heels of Gov. Ron DeSantis vetoing $600,000 for the plan.

But officials with the city and cultural institution say they will continue moving ahead with the plan.

On June 20, the state DOT responded to a traffic impact analysis and identified inconsistencies between land uses and sizes identified in the study compared to those is pre-application meetings with the department. State officials issued a number of queries to Selby Gardens to address regarding how the plan will impact U.S. 41, a state road. Of particular note, state officials questioned the size of a controversial parking structure.

“The volume projections for the development suggest the parking garage is significantly oversized,” reads the permit review from FDOT. “… Further, the study concludes that the applicant should provide a detailed parking plan demonstrating how full capacity parking demand for special events will be handled in order to minimize impact to traffic on the adjacent streets.”

Lynn Bates, vice president of external communications for Selby Gardens, said the review was part of a normal planning process as the plan seeks state approvals. She shared a communication sent by Selby officials to neighbors addressing the concerns. That email noted the FDOT process as a “highly technical review process,” and noted the questions coming back from the agency were part of ongoing communications, not final determinations about the project.

Selby officials have already agreed to add a turn lane on Orange, combine two existing driveways and, subject to FDOT approval, close the egress from the proposed Sky Garden to Orange after business hours. The facility also plans to build a new multi-use recreation trail with a dedicated public access easement and will maintain a public Bayfront park while opening existing facilities like to Oak Oval Parklet, Glades Garden and Hammock Arrival Garden for the public.

The communications with FDOT won’t impact the separate site plan approval process with the city, according to City of Sarasota spokesman Jason Bartolone.

“Per state law, a municipality cannot hold up its own approval based on the approval of a state or federal agency,” he said. The Planning Board will consider the plan on Sept. 18, with a potential second meeting set for Sept. 25 if needed. After the Planning Board weighs in, the matter will head to the City Commission.

As for the veto from the governor, Selby officials say they will work to make up the funding with private fundraising. The veto was part of DeSantis slashing $131 million from the state budget, much of it local spending projects.

“We will communicate with the Governor’s office so that we can work closely with him and his staff,” Bates said. “Although we did not receive the funds from the State, we do not foresee that it will affect the timing of our Master Plan.”

[Business]  GCCF Elects Cahn as Board Chair, Saunders as Vice Chair

The Board of Directors of Gulf Coast Community Foundation has elected Judy Cahn as chair and Michael Saunders as vice chair for one-year terms as officers. The Gulf Coast Board also reelected Anand Pallegar, Joe Stephan and Pauline Wamsler to three-year terms as members of the board. All Gulf Coast Board terms begin on July 1.

Cahn, a community volunteer and philanthropist who previously worked for 35 years in investment banking, has been a Gulf Coast Community Foundation Board member since 2011. This will be her second year as chair. Saunders, founder and CEO of Sarasota-based real-estate firm Michael Saunders & Company, also has served on the Gulf Coast Board for eight years. She has chaired numerous committees in that time, and she will chair the Board’s Governance Committee this year in addition to serving as vice chair. Pallegar and Stephan, who have served on the Board since 2016, were elected to their second three-year term. Wamlser has served on the Board since 2013 and was elected to her third and final term. The other members of the Gulf Coast Board for the 2019-20 year are Anne Essner, David Green, Rod Hershberger, Tracy Knight, Lisa Krouse, Mark Pritchett, David Sessions, Peter Soderberg and Susan Sofia.

[Healthcare]  Nummi Returns as COO of Blake Medical

Blake Medical Center has welcomed the return of Lisa Nummi as Chief Operating Officer (COO), effective July 1. In her role she will be responsible for the day-to-day operation of the hospital. Nummi comes to Blake from HCA’s Sunrise Medical Center and Children’s Hospital, a 690-bed acute care hospital in Las Vegas, NV, where she served as COO. She has a 30-year tenure in hospitals and health systems, and holds a Nursing Degree from the University of Tampa, a Master of Business Administration from South University and a Doctorate of Nursing Practice from Case Western Reserve. She is actively licensed in the state of Florida and nationally board certified as a family nurse practitioner.

[Recreation]  Sarasota and Conservation Foundation Discuss Bobby Jones Preservation

The City of Sarasota and the Conservation Foundation of the Gulf Coast have begun to discuss ways to preserve the 300-acre Bobby Jones Golf Club property in perpetuity for golf, recreation and as natural lands, exploring the possibility of placing a permanent conservation easement upon the property, to be monitored and enforced by the Foundation. This would ensure permanent conservation and allow compatible future uses, limited to golf, light recreation, natural resource restoration and protection as parkland or open space.

As the City has pursued the renovation of the historic golf course, it has become increasingly clear that the property plays a vital environmental role for the region, including filtering enormous volumes of stormwater runoff, serving as a habitat for more than 45 species of birds and other wildlife, and the hundreds of trees on the property play a critical air quality role by processing carbon from the atmosphere.

It is anticipated that the City Commission will be updated when the Bobby Jones Golf Club master plan is discussed at a July 9 special meeting, which will begin at 3pm at City Hall, at 1565 1st St.
