With over 13 years of experience, Duggan practices employment law, counseling and litigating on behalf of management in a variety of complex matters in state and federal court. He represents employers in pre-litigation matters before the Equal Employment Opportunity Commission, the Department of Labor and the Florida Commission on Human Relations. Before joining Shumaker, Loop & Kendrick, Duggan served as senior assistant general counsel for the Sarasota County Sheriff's Office. During his eight-year tenure there, he represented an agency with 1,000 employees and a $100 million budget, handling varied legal matters as in-house counsel. Duggan also acted as an assistant state attorney at the State Attorney’s Office for the 12th Judicial Circuit for Sarasota and Manatee Counties, where he also served as the lead prosecutor. The Florida native routinely advises employers regarding workplace concerns including discrimination, harassment, hostile work environments, retaliation, interference, hiring matters, reasonable accommodations, documenting workplace conduct, employee drug testing, workplace investigations, employee grievances, terminating employees and post-employment hearings.
